RIPA P’s & G’s recommended for approval
Last week, the Commission on State Mandates issued the Draft Proposed Decision and Parameters and Guidelines (P’s & G’s) for the recently approved “Racial and Identity Profiling” program (RIPA). The P’s & G’s are set for hearing on September 25, 2020. If adopted as proposed by the Commission, RIPA will reimburse for the following activities:
One-Time Training of each officer and supervisor on RIPA.
One-Time Installation and testing of software to comply with the collection and reporting of RIPA.
Identification of the peace officers required to report stops, and maintenance of a system to match individual officers to their Officer I.D. number.
Collection and reporting data on all stops conducted by that agency’s officers for the preceding calendar year.
Electronic submission of data to Department of Justice and retention of stop data collected.
The period of eligible reimbursement for each agency is determined by the number of peace officers employed by the Law Enforcement Agency (LEA) recording and reporting the data. As an example, LEAs employing more than 1,000 officers were required to report beginning on July 1, 2018 (FY 2018-19). LEAs employing less than 334 officers will be required to record data on January 1, 2022 (FY 2021-22).
